The Council has cooperation agreements with the following regions:

Russia: Nizhny Novgorod since 1998
Italy: Piemonte since 1999
Hungary: Pest since 2000
Germany: Nordrhein-Westfalen since 2002
Norway: Sör-Tröndelag since 2005
